Am I the only one ??? Baby always cries before sleep!?

My son will be 4 months on May 21st, and ever since he was 2 weeks old he always cries before he goes to sleep. The only few times he has not cried first has been driving in the car. I've tried rocking him, bouncing him, loud music, no music, turning on the dryer, laying him in bed next to me, laying him on me, taking a walk in the stroller, the swing, the bouncer, daddys arms, grandmas arms, swaddling, not swaddling, burping, rocking him after 5 minutes, changing his diaper right before naptime, I've tried everything and he always cries when he gets tired and will cry anywhere from 5 to 20 minutes. And then if something wakes him up before he sleeps for an hour and a half to two hours, forget about it.... the crying doesn't stop until the next feeding. I haven't yet talked to someone with this same problem, am I the only one? And am I doing something wrong?
