Help. Vacationships ?

So I'm 18 and so is he and we have known each other for over 13 years and have been dating in and off until he moved 3 years ago and now we are just best friends but when we are together we tend to get a bit more friendly. (ie making out with out clothes and �Falling asleep with him holding me or watching really long movies just to cuddle for longer). He says he doesn't want a Long distance relationship but the vacationships kill me. I love doing all that stuff with him but i don't know what to do.
