What can i do to help my 2 month old after getting his vaccinations?

My baby is has been very fussy. I can tell his legs hurt really bad where he got his shots. They are bruised, the lady wasn't exactly gentle. He has been shaking his legs and crying. Poor baby he's been whining and giving me the pouty lip. My fiance went to get some pain reliever for him but I'm just wondering what else I can do to help him. Can I put an ice pack on his legs? Anything else? Everytime he falls asleep he startles himself and curls his toes and cries. I don't want to swaddle him because his poor legs. I'm not sure what to do :(
