Can i NOT swaddle my 2 month old baby?

my baby has shown signs that he doesnt like to be swaddled since day 1. i swaddle him anyway until he was 3 weeks when he was about to sleep he will cry when he cant get his arms out of the swaddle. since then i had to forget the swaddle completely. the problem is he's got startled so hard that he wakes up and cry hard. pls help me with some tips
